Given the value of good judgement and taste but the limitations
on time that some of the members of the polity have, a separate list
should be created that only the recorder (I, for the moment) can
post to.

It would be strictly for announcements including results.  Anyone
should be able to join, membership in the polity means one needs
to be on the list, unless someone like Chris wants to keep his
participation web only and checks in often enough, in which case
we'll figure out a way to accommodate him.

None of his posted on his home page addresses are on this list,
I'll send him email on all this separately.

The recorder should use his judgement for when a proposed question
is "ripe" before announcing it.  For that matter, when a proposition
is made, it shouldn't have the polity list appended to it until it
is minimally reviewed.  As we have seen, unintended ambiguity in
the wording can create problems, and the only way to find this out
is by presenting it to people so that they can misunderstand it ^_^.
