A note on technology and time frames:

Let's not worry about the technology, especially since Will quite properly
wants "Action This Day" (results in weeks, not years).  With the wiki and
it's history feature (note that I make backups of it), before we get any
further technology in place we can just do manual voting and counting.

Right now (through perhaps the end of the year) I'm in a unique position
where I won't be able to help much with the substance of ERR5RS, but
I can spend a lot of time on manual vote counting, organizing votes,
etc. etc.  You don't need to trust my honesty, since everyone will be
able to see if their vote was recorded, and if the votes tally up---
anyone unhappy can yell on c.l.s. at worst case, since we (David and
myself) most certainly have no control over that.

This also has the advantage of allowing us to evolve a process before
freezing it in code.
