[ERR5RS] Moved my proposal to ERR5RS namespace

I just moved my "Concrete and Conservative Proposal"[1]
to the ERR5RS namespace. Maybe one or another idea of it
can be useful in the ERR5RS effort.

Unfortunately I read David's thoughts about Wiki style
only /after/ moving some parts of the page to the talk
area.
