[ERR5RS] changes for spam fighting

Hi all,

I have instituted what I think should be a transparent lock-down of the
wiki. How it works is simply that plain users no longer have any rights
beyond simply reading pages. The usual wiki edit rights have all been
transferred to the 'junta' group. Most of you who are (or have been) active
on the wiki have already had your accounts upgraded to be members of the
'junta' group, so you should see no change other than having a login
required. If you aren't a member of the 'junta' group, you are out of luck
until you email me stating your obvious intention to be a good wiki-citizen.

I have also upgraded Harold to the 'cabal' group, which has extra
spam-fighting tool since he volunteered to do that once-upon a time.
Hopefully they will no longer be needed. I realize that this approach just
isn't really the 'wiki way', but this is a small and fairly tight group, so
I think it will suit our needs.
