[ERR5RS] Tightening the screws on the Wiki

We are getting fairly seriously spammed so I am going to implement a
little bit more of the security which is built into MediaWiki. I don't
think this will break any of our extant real users, but it's always
possible that I will do something wrong, so please bear with me (and
send email) if you experience any problems...
