[ERR5RS] volunteering for essential SRFIs

The ERR5RS:Charter page now links to an
ERR5RS:Responsibilities page on which you
can volunteer to write or to co-author a
SRFI for one of the components of ERR5RS.

ERR5RS:Milestones says we're supposed to
have volunteers for the essential SRFIs
by 8 October, and it looks like we'll be
on schedule for that.

The ERR5RS wiki, discussion pages, and
mailing list will guide the authors of
those SRFIs, and your participation in
those fora is appreciated by the SRFI
authors.  Thanks to all.
